HEALTH POLICY CONFERENCE UPDATE 2/2019
The AANP Health Policy Conference concluded today and as the DC State Representative, I would like to submit a brief report.
It was a sell-out conference and we had a total of four attendees from the District; NPADC President-Elect, Dr. Nancy Uhland, Nancy Gentry, Sarah Viall and myself. Please make sure you scroll down to see the photo with the Legislative Associate to Congresswoman Norton, Hazle Crawford.
The conference featured dynamic speakers including: Charlie Cook- the Editor and Publisher of The Cook Political Report, and a political analyst for the National Journal Group; Dr. Mary Wakefield- the former acting Deputy Secretary of the US DOH and HHS under President Obama; Paula Neira JD, MSN- a USNA graduate, and veteran of Desert Storm and current co-chair of Johns Hopkins Transgender Medicine Taskforce; Tamyra Garcia, MPH- current Deputy Director of Quality Measurement and Value Based Incentive Group.
It can be summed up with three words: Advocacy, Access and Value.
Advocacy- with our patients by developing relationships with other groups that promote like goals, and by participation locally or nationally with efforts to widen NPs scope of practice so that across the nation, NPs can practice to the full extent of their training and education. For more advocacy information, please follow this link: https://www.aanp.org/advocacy/advocacy-center
Access- ensuring equal access to medical treatment for all the people regardless of any social determinants of health. Staying up-to-date with governmental policy changes that can impact our workplace. This article, specifically pages 31-35, addresses NPs scope of practice and endorses the use of APRNs: https://www.hhs.gov/sites/default/files/Reforming-Americas-Healthcare-System-Through-Choice-and-Competition.pdf
Value- Understanding CMS MACRA Program including MIPs- Merit Incentive Payments and APMs- Advanced Payment Models: https://qpp.cms.gov/ Or, if you don’t know where you fit in, look up your status by NPI at: https://qpp.cms.gov/participation-lookup
And finally, the three federal bills we lobbied for on the Hill are: 1: S.237/H.R. 808 “Improve Medicare Patient Access to Diabetic Shoes”, 2: H.R. 900, “Improve the way beneficiaries are assigned under Medicare Shared Savings Program (MSSP)”, and 3: “Amendment of Title XVIII of the Social Security Act to ensure timely access to Home Health services for Medicare beneficiaries under the Medicare program.” I am very pleased to say that Congresswoman Norton is an original co-sponsor H.R. 900, and after our visit on the Hill today, is now a co-sponsor of H.R. 808 and Amendment of Title XVIII. So progress has been made!
