State Rep Quarterly Report – March 2021
Preceptor Tax/Cash Incentive
Background: As all of you know, NP students and Schools of Nursing (SONs) have a very difficult time in finding clinical sites and securing preceptors. This is not unique to the District but happens all over the US.
In the past several years, NP organizations have successfully advocated for variations of tax breaks that incentivizes NPs to precept NP students. Presently five states have legislation: CO, GA, HI, MD, SC. VA has pending legislation that it is on hold due to the pandemic.
NPADC with the assistance of AANP is supportive of moving forward with developing legislation for either a tax incentive or cash incentive that would result in a reduction of your DC income tax. We have a committee that consists of Laura Worby (Legislative Committee), Dr. Nancy Russell (former Corresponding Secretary), Shahzia Laknia and myself, as the AANP DC State Representative. Part of this investigation will be to conduct a survey of our members and followers about any precepting you are currently doing and if a tax reduction/cash incentive would be a motivator for you to precept. We are also reaching out to other NP groups, SONs, the DC BON, and local legislators. Garnering support for this potential legislation is critical to our success. AANP Elections
As a current and up to date AANP member, you are encouraged to participate in upcoming AANP elections. While the District has no candidate, the position of Region 3 Director, that includes the District, WV, VA, MD and DE has 2 candidates. Prescribers Report

AANP Political Action Committee (PAC):
The AANP PAC fund is essential for moving NP agendas forward in the political arena. The PAC supports candidates who support NP issues regardless of political party. Many times I hear NPs comment that, “I would like to be involved but don’t have the time.” This is a way to show your support without committing your time. AANP represents Nurse Practitioners on the Hill and in all 50 states. This is the way we achieve legislation. The Prescription Drug Monitoring Program (PDMP)
The Prescription Drug Monitoring Program Query Amendment Act of 2020 is set to become law in April 2020. Following the passage of the law, DC prescribers and dispensers will be mandated to query the PDMP:
- Prior to prescribing or dispensing an opioid or benzodiazepine for more than 7 consecutive days; and,
- every 90 days thereafter while the course of treatment or therapy continues;
- or prior to dispensing another refill after 90 days
